License Transfer Utility Failing

The laptop I have AutoCAD 2015 installed in is not unstable and crashing regularly. I am installing AutoCAD 2015 onto a different computer and now need to transfer my license to this new computer. When I am able to log into the old laptop I find that the License Transfer Utility is not working.

Is there another way to transfer the license i.e. how do I do it off line?
