Displaying custom Quick access toolbar

All,

I have upgraded and want to make my own Quick Access Toolbar adding commands that I have created over the years.  I don't want to simply 'add' them to the existing QAT.  So I went through the CUI, I created a test QAT in the proper location, and after I selected Apply, the QAT does not appear on the screen.  How do I get this to display so that I can use it?
