shaded lines not plotting correctly?

I am having an issue when I am plotting shaded lines. I have set the PC3 file for the plotter to Lines Merge. The shaded lines still override the solid lines. Is there another varable I need to change still in Autocad?

If I draw order my shaded lines to back it plots the way I want.
